The ssl submission means that you have used the SSL version of your form's URL in the form embed code. This is denoted by https in the url of the embed form the data is transmitted over secure network connection , to learn more about SSL please click here.
Free accounts get a monthly limit of 100 regular submission, 10 secure (ssl) submissions and 10 payments, whichever comes first. That means your forms will be disabled once it reaches any of those limits, regardless of the remaining limit for the other submission types.
For example, if you have maxed out your ssl submissions (10), your forms will still be disabled even if you haven't used up any of your monthly regular submissions. Same goes for payments and ssl.
Even if you have deleted the submission it is still counted on the monthly limit and does not free up the quota.

So, is there a way to test that the form is working properly without using up one of the submissions? I have been having people go in and put fake information as a test to show them what the email that they will receive in the future looks like.

Unfortunately, this is not possible. However, as a workaround you can open JotForm.com in another browser (or clean cookies in your current one), this will create a Guest account, then you can clone your form to this Guest account and test it. It means that basically you can test a form on the Guest account instead of your Free one.
