How can I set up "Pay by check" or "Pay by PayPal"

It appears that if I integrate the PayPal submit button, the customer will be sent to PayPal to complete the transaction even though they want to pay by check.  Additionally, I won't get the data unless they complete the purchase at PayPal (this is the main problem).  I need a simple either or solution.
