I am right in noticing that the iPhone 4 lets people submit forms without required fields being filled? Similarly, a "key" condition doesn't seem to be a requirement on the iPhone 4 as it is on other browsers.

Upon checking your account, I see that you have a lot of forms, may I know which one of them you are having problems with? And which fields that should be required allows the form to be submitted without filling them out when viewed in iPhone?

The name starts with "Leadership Assessment" and it is the most recent form.

Your form appears to be fine on my side. If the form is embedded somewhere, then the issue might be related to conflict between form code and other scripts on your web page. In this case, use an iFrame embedding method to fix this.
