I was unable to find an account related to the provided email address (richard.nightingale@ccgwynedd.org.uk), if you don't have a registered account with us then you won't be able to submit a theme to the theme store. You can register a new account for free here: http://www.jotform.com/signup
If you already have one, please check that you're logged in to your account before submitting your theme.
If you need further assistance, please let us know.
Thanks. -

Hi Richard,
I tried submitting themes using my free account and it seems working just fine.
May I suggest to clear your browser's cache and try it again. If the problem persists, try it using different browser.
Contact us again should this problem continue on your side. Thank you!

Hi I've tried on Chrome, IE11 and Firefox and I keep getting the same results. I've cleared the cache as well and get the same result. I can download another Theme fine, it's just uploading that seems to be the issue. I've seen others have a similar issue on your Forums
Thanks,

@ccg
Thanks for your reply and for providing more details. We appreciate it.
Mind performing these steps on your end so we can investigate the problem further?
Here's how, first try to submit again a theme. After clicking save theme button (on the page where you are stuck at), open your browser console and then copy and paste whatever you see there or if possible, take a screenshot and submit it to us so we can forward it to our developers.
Here's how to open your browser console. http://webmasters.stackexchange.com/questions/8525/how-to-open-the-javascript-console-in-different-browsers
Thank you in advance.
We'll await your reply.

Thanks for providing us what it shows in your browser's console, we will forward it to our developers, but I also tried it on my end using my free account and it works fine:
