My organization uses IE 8 and we have no problems hitting the "submit button" on our site. However, some people who are using the form with other browsers have told us that it is not appearing. Do you have suggestions?

I was able to reproduce the problem on your page through FireFox browser.
Please try to reduce the number of rows in your last Text Area element, then re-embed the form to see if that makes any difference.
