Can sub-accounts user create new forms?

I was wondering if sub-accounts can create new forms?  I would like to be able to give access to certain users so they can create new forms and edit them.  Is this possible?

Yes, they can create new forms but that will not be shared unless the form will be transferred to the main account folder. So if the sub user account create a form it is either he/she is in the main account folder or he/she needs to transfer the ownership to the main account so it can be shared.
