With the starter plan, it says I have 10 SSL Secure Submissions. Does that mean that only 10 submissions will be secured? Or that 10 different forms will be secured?

For the free account you would have a monthly limit of 100 non-secure submissions, 10 SSL secure submissions and 10 payment submissions. This means that of all the forms that you have under your account you are limited to the amount of submissions mentioned above for each type.

    For example:
    First form: 4 SSL Submissions
    Second Form: 4 SSL Submissions
    Third Form 2 SSL Submissions

A sum of the submissions made between the 3 different forms amounted to 10 which means that you would have reached the monthly SSL limit for your account. Once you have exceeded any one of the limits mentioned above your account will be disabled until your limits have been refresh which is the 1st of every month. I hope this answers your question. Cheers!
