How to make sure that form field is not required every time?

I am not sure if I have understood your question correctly. Do you mean to say that you do not want to make form field required every time? 

Yes it is possible to achieve your requirement. You can add condition in your form to make any form field mandatory or non-mandatory field. Please check the screenshot below on how to add condition to make any form field required:
