I changed the email address for PayPal after the form was in use and now nothing happens after the order goes to the PayPal site. Do I need to start over with the form?

All you need to do is to re-do the integration. Click your PayPal field, then click on the little magic wand in the right corner of the field:
From there, you can change the details for the email address associated with your payment field. Then just keep clicking next until the integration is completed again.
