Can we have a form collapse(survey tools) under another form collapse. If so, how do we do that?

I am not sure if I have understood your question correctly. Do you want to add a form collapse under another form collapse field? Unfortunately it is not possible to have nested form collapse field as they will be treated as separate collapse.

You may like to take a look at our "Spolier" widget which should help you achieve your requirement. "Spoiler" widget will work similar to form collapse field and it can be added inside the form collapse field but it can only contain texts and no form fields can be added. Please check the screenshot below:

Thanks for that! This doesn't best suit my need, but as u said I can try this. It would have been better if the fonts in spoiler were editable.

Yes it is possible to achieve your requirement by adding font html code in the text itself and that should solve your problem. Please check the screenshot below:
