This is based on the certificate on that page.
Since it is HTTP address / URL it does not supply any certification and as such does not provide any identity.
If you go to any other site over HTTP you will see the same.
Now if you go to some website over HTTPS then it should show you the details that describe to whom the page belongs to.
So in short it just tells you that you have accessed the page over HTTP protocol.
