As mentioned in our guide for setting up email notifications the change should be checked by creating a submission on your jotform.
If you use Test Email button the email will always be sent to the email associated with the account and to no other, no matter what is the setup.
So to answer directly, the best way would be to use Test Button to check the design of the email, but once you want to see if the emails go to some other email address, you have to go to the jotform and submit it.
