Is Paypal Payment Form integration only availabe for paid subscribers?

    is that only offered with a subscription to jotform?

    No. Even FREE accounts can also use the Paypal Payment integration.

    Just take now of the difference of the limits between the Free plan and the paid plan. You can check them in the JotForm Pricing page.
