Since you are not near your submissions limit at this time it would seem that the form might have been set up with some limits, but looking at it now, no limits are set on it.

Thank you, since I had nearly cleared all my submissions and still could not receive new ones, we decided we needed to upgrade so as to not lose any data.
Unfortunately, deleting your form submissions won't restore your submissions limit. You have to upgrade your account or wait for the next monthly reset which is scheduled every first day of each month.
