I have to make an overview for my department from the subscriptions, but when I download the excel, it is empty. Online I can see the whole list, so it should not be empty.

I'm sorry for the trouble caused to you.
There seems to be some glitch where several of our users are unable to export submissions in excel but for some reason we are unable to replicate the issue from here. Our back end team is already aware of this issue and they are already looking into it. We will get back to you as soon as we have any update from them.
For now, I would suggest you to create an excel report and then you should be able to download it. The following guide should help you on how to create excel report: http://www.jotform.com/help/101-How-to-create-an-Excel-Report

Just an update that our developers have made a fix for this problem a few hours ago so kindly try it again and let us know if the issue persists to your end. I've tried downloading your form submissions and the data appeared in the excel file without any issues.
