I made a test download of the form submission, but I could not replicate the issue.

I was able to download the submission data in Excel

it is possible that the issue is location related.

We also have some other users reporting the same issue as to yours in your location. 

Can you please retry again, but this time logout first and relogin using this link instead http://www.jotform.com/login

Then, go to the Submissions page and try downloading the Excel submission data file.

Please let us know if the issue still persist even after doing this.
