Can I add hover text or subtext to the Configurable List Widget?

    Is it possible to add hover text or subtext to the Configurable List Widget? For example, on the attached form screenshot, I have a long description of instructions that I would rather include as hover or subtext, rather than having to put it in the title of the widget.
