I have a payroll hours form that is shifting data down one cell half way through the first table and losing all data entered on table 2 and 3. It worked in the past, but I wanted to add more employees and that seemed to shift the data. Can someone look at this and tell me what I screwed up.

Please try to restore your form to the previous state in order to get the original format on submissions page.
You are right, the data is being moved on submissions page if you add or delete any rows within existing Matrix field.
However, you can safely add the rows at the end of the Matrix. In case you need to delete some rows, it is better to hide them with CSS instead.
I have attached a ticket to this thread to see if we can improve the situation with the Matrix rows in the future. There is no ETA, but we will let you know if we have any updates.
