A sub user account is a regular Jotform account that you share forms with. A person who owns a sub user account that is linked to your account will have privileges to either edit your shared forms (make adjustments) and/or view and edit its submissions. In short, yes a sub user is a person who will have back end access to your forms and its submissions.

Thank you so much for this information. Just to clarify - you do not charge by number of people submitting forms. You charge by number of users and sub users and number of forms suubmitted.

Actually the amount of allowed submissions, allowed sub-user accounts and web space solely depends on the account you subscribe to.
So you are only allowed to have the specified amount of submissions and sub user accounts for that account. If you exceed the limit additional charges will not be applied, your forms would be disabled until the issue is addressed. I hope this answers your question.
