You can allow the form respondent to still go back to the form and redo or add comment on the previous existing answers/comments on the form by using the Edit Link feature of the form.

How can I alert them that I updated their form for their review?
If you add an Autoresponder E-mail on the form, the original user who answered/filled in the form will be able to also received an automatic email to the email address they will provide in the form.

while you will received also an email noticed if you add a Notification E-mail on the same form.

Now, assuming that what you wanted to achieve is to be able to alert the user that you have modified/updated the answers on the form (that the user originally had answered), the user can still use the Edit_Link in the original Auto Email they received.
BUT your problem must be is, you wanted to be able to inform/alert the user that they should open again their email and use the Edit Link so that they can see the updates/modifications in submission data.
Resubmitting the edited form will NOT submit again the Autoresponder E-mail - so they user will not be alerted about it by default.
What you can do is, just use the email Notice you received and respond to the user (because the user must have provided their email on the form) via the email. You can Reply-To the user so that they will notified on their email that you wanted them to use the Edit_Link to see updates/modification on the submission data of the form.
