How do I edit a submission?

I am trying to create a referral form that will include an administrative response section that will need to be completed after the form is submitted.  I click Edit but then it doesn't let me save the changes, the only option is to "cancel edit."

Hi,

Pressing the submit button will re-submit the form.  This does not count towards your submission count but it is the way to complete the edit.  It seems a bit weird, I know, but it's how our system works.
