I'm making a form from scratch. I've tried multiple browsers and there is no way to scroll down while making a fillable form and it's very annoying. I have to push the arrow keys and create unnecessary fields just to be able to see everything in the field I'm wanting to actually edit and customize. I've tried everything I know how and just not sure why there isn't a scroll bar somewhere to easily navigate? Thanks in advance.

I'm not quite sure if I understand your concern correctly.
Do you mean to say that you're unable to see a scrollbar in the form builder?If so, I cloned your form for testing purposes and was able to see the scrollbar without a problem using Chrome for Windows.
Can you try to clear your browser's cache and load your form again? If that doesn't help please let us know which browser/version are you using to test your form so we can further investigate this problem.

Correct. I cannot see a scroll bar and if I try to use the scroll feature via a usb mouse or my touchpad nothing happens either. I cleared my cache and it still doesn't work. Half of the site doesn't work properly for me and lots of the links aren't clickable or if they are they don't actually do anything such as on the themes page. I'm running the latest update of chrome for mac os x yosemite. This is my whole page right here. Maybe I'll just keep trying or use safari or something.

I have just checked it and the scrollbar is present in the form builder using OSX Yosemite - Chrome 40:
Please try clearing your browser's cache and try it again. This should help.
