I can't get the last step of my 2 level approval form to work properly. Can you help?

I have a form setup at: https://secure.jotformpro.com/MerleRBC/call. The first user fills the form and receives a confirmation email. If a box is checked that requires some action from another department, that department is notified.

The department that is notified then has the ability to fill a hidden field and resubmit the form upon which the user that originally filled the form is notified that additional notes have been entered into the report. This is the part I can't get to work. The user should receive the "Escalation Follow Up" notifier, but right now, it immediately instead goes to the department from which action was required even though the hidden field (Escalation Follow Up Notes) that they were supposed to make notes into hasn't yet been filled.

I did check your form and found that "Escalation Follow Up" email alert is actually an autoresponder.  Please check the screenshot below:

Please be noted that autpresponder email alerts will NOT trigger when the submission is edited. Autoresponders are sent only when the form is submitted for the first time. I will suggest you to replace this autoresponder with a notifier. The following guide should help you on how to add a notifier:  https://www.jotform.com/help/25-Setting-Up-Email-Notifications
