We are concerned that the finance app is not secure. Our understanding is that we should get an email notice of a pending app, then log into a secure site to get the app. How is this supposed to work?

I am not sure if I have understood you correctly, but if you want to have secure form you need to make your form secure and re-embed it to your website. Inside of this article you can find out how to make your form secure:
Also I have noticed that you are using script block (source code) for embedding your form on website. We recommend using of iFrame code. You can try to replace source code with iFrame. In this article you can find out how to do it.
