We are losing a lot of customers due to the fact that the API which is set to present the PayPal window with the option "Payment without Paypal Account" doesn't always show as sometime it just show up the normal window asking for PayPal login.
This happen on all our forms.

Apologies for the inconvenience, I made a test submission in your end this is what I see:
It doesn't allow me to pay without a Paypal account. I'll need to escalate this to our back end team so that they can further check. We'll update you as soon as the problem has been resolved.

You can, your users to pay with a credit card without having or creating a PayPal account with PayPal standard or Express as long as you have a "Business" account with PayPal. You do have to make sure you select the option in your PayPal account ...this option is in "Profile" > "Selling Tools" > "Website Preferences" > "PayPal Account Optional" (set to on). Also make sure you have the correct email address associated with your form.
If this does not allow for you to collect payment without your users needing a PayPal account, let us know and we will be happy to keep the bug ticket open.

My PayPal account is properly set, it just happen than randomly the PayPal window requires to register on Paypal account or open an account.
I have been able to reproduce this by refreshing the PayPal windows after it reached its timeout (which duration I dont know, I personaly performed the refresh after 1h delay) and I get the following greeting window on Paypal:

Thanks for updating us. The bug report I escalated is still open and I see that one of the developers is already working on it and it is marked as "Very Important" in its status. I'm unable to give an estimated date to when this will be resolved but rest assure that our back end team is already aware of it. We'll update you on this thread when we hear any news.

An update has been made so your buyers should now always see the option 'Checkout as Guest' on the Paypal checkout page. Thank you for your patience on this matter and apologies for any inconvenience this may have caused.
