I paid to upgrade my account because I was nearing the ten free submissions. It said that it would start counting new submissions on May 4th. What about the rest of this month? I only have 5 free submisisons left.

Upgrading the subscription will take effect immediately in just couple of minutes or less..
I see your JotFrom account/username paulmt1 is at PREMIUM subscription plan already.
Try re-login to jotform at http://www.jotform.com/login to see the updates. Perhaps the browser cache was just not able to load the updated status of your account.
