I'm afraid not. Once one of the submission limits (secure or regular) has been reached, you will not be able to receive anymore submissions until the count is reset on December 1, 2011 unless you upgrade to Premium or Professional. However, during the "lockout" period, none of your current submissions will be deleted.

Okay, apparently someone changed the title of your post while I was composing my reply.
The "You're almost out of space!" message in your stats means that you only have 2 secure submissions left for the month of November.

as a free memeber, I have Only 10 SSL Secure Submissions, It is OK, but after I reached to more than 10, What will be happen if some one send a message to me, I will recieve it with or without SSL, Or I will not recieve it, till the next month strated?

You will not receive it since your customer won't be able to send it in the first place. Your form will be disabled and your clients will not be able to submit their entries through your form. They will see a message that the form is over quota similar to the one below:
You must upgrade to the higher plan or wait for the following month in order to continue receiving form submissions.
