only able to send emails to the default email. how can i add a specific email for a specific form? i followed the instructions and changed the recipient email but it still sends to default.

Hi,
It seems like you are testing submissions by clicking the "Test Email" button, please check this guide under "Important Notice": http://www.jotform.com/help/25-Setting-Up-Email-Notifications.
I'll quote it here:
If you are trying to test the email alerts using " Test Email " button please note that this will always send the email notification to the email address associated with the one on your JotForm profile.
To properly test your recipient email address, I would recommend that you view the form using its direct link, fill it out and click the submit button.
