Limit on number of sub accounts

My jotform account screen says I can create one more sub account. If I were to delete one of my existing sub accounts, would I then have the option of creating two new sub accounts... or would the deleted sub account still "count" in my total number of sub accounts ever created? Is the limit a running total of sub users or a "live" total?

It is the total live number, which means that if you delete one account you would be able to create more 2 sub-accounts. The deleted sub-account would not affect the sub-accounts limit.
