I really don't understand the mail envolope. I want users to upload their filled forms and using the SUBMIT to mail it to the administrator. I not the administrator and it keep using my email. I want it to go to the administrator, another email id.

In that case please add the preferred email address as the notification recipient:
In order to check if it is really working you need to submit the form. If you click the "test email" button instead it will send the email notification to the default address associated with the Jotform account:
If you have upload fields only a link of the uploaded file will be sent by email. It is necessary then to right-click the file name and choose "save target as":
