Can I convert a regular PDF file into a fillable PDF form?

I have a long 12 page pdf form that we currently send to the client to print and fill out but would like it to be a fillable pdf form. Is it possible to upload a pdf that can be converted to a fillable pdf form? Recreated all the fields and text on it is going to be extremely cumbersome.
