It means that you cannot have more than 1 Payment tool on the form.
If you want to change the payment tool (i.e. paypal to P.O tool.. etc etc), you will need to delete/remove first the currently existing payment tool on the form.

I deleted the stonequote program from my forms which I assume is the "other payment tool" you're referring too which has to be removed in order for the new PO tool to load. However former quote still reappears when I import the PO tool and get the same message.

I test adding the P.O. tool on the form, and I was able to without the message prompt that there is existing payment tool on the form already
Please retry the process again. Let us know if issue remains.

The form you referred to above is a free promo offering for a CD I mail out. I need that one. I just deleted StoneQuote so I thought that was the one you meant.

I see that the StoneQuote form is deleted. The other forms in your account seems not to have any payment fields so you should be able to add one of the payment fields without any issue. Could you let us know the form that you are referring to the error so that we can provide you with necessary assistance?

Deleted all references to StoneQuote
Plugins/Apps/payment tools/get app
= same error message about more than one payment tool present (StoneQuote in background)

That's weird, are you clicking the save button when doing the changes?
Also, could you try the following:
2. Refresh the page and log back in.
4. See if you can re-add a payment tool.
5. If it doesn't work try another web browser.

Is the purchase order supposed to direct all kinds of orders I've designated on my site to it? The "Order Audio CD" is just a response to a customer's interest in my CD. The responder will submit his or her address and I mail the CD as a postage paid free promotional.
Does it still have to be part of a PO in order (as one of our products) for it to work?

No, you have to add the products you will be selling in your purchase order. Here is an example guide, choose the Purchase order, and basically the same steps are applied: http://www.jotform.com/help/165-Setting-Up-Your-First-Order-Form

As I mentioned I am not selling the audio cd. It's a free promotional. When I load the PO order tool I get the message: "You cannot add more than one payment tool. Delete the existing tool first". On the AudioCD page which shows in the background I get the message: "This integration has not yet been configured. Use the wizard for integration". I use the wizard but it want to defined something I'm selling. Do I go along with this as a sale and make the price $0?

I presume that you're referring to this form: https://www.jotform.com/form/1201816891 is that correct?
If so, you already have a PO payment tool added to it and this is why you cannot add another payment tool to the form.
You need to click the magic wand icon to open the wizard and configure the tool.
Then you can use the guide provided by @BDAVID to configure the products you want to display in your order form. If you don't want to charge anything for a product you can set a zero price in it.

Why is the purchase order (a configuration process attached to all my forms when I click on get PO)? My forms have only collected information from visitors and sent it to me via an email from jot form or I looked at the form submissions. This is what I've been doing since day one. That is basically all I want it to do. The stone quote allows the customer to design his or her own stone and send the specifics back to me. Why doesn't my purchase order just evolve from the customer quote? Are you saying I must scrap the stone quote and only use a PO? My partner seems to agree COD is the way to go. I still don't understand who submits the PO...the customer or me? It seems to me we would submit a PO to the customer after he or she has quoted...what he wants. I'm sensing a communication problem with the setup of your software and understanding what it actually does and why. Perhaps it's because most of your apps are designed for online payments.
Besides I can't understand how to get the "configuration" to allow the customer to choose from the many attributes his stone will have but what really is difficult for me is why the PO form isn't a separate form on my list. I just don't understand why "product" appendices about configuration appear on all my forms. (Why would a comment form be configured for a product?)

May I suggest we get clarity on the standing of the original issue mentioned on the thread and resolved it first before we proceed to the other issue.
The original issue was

Can you please confirm that this issue is now resolved?

The payment wizard: Account Information window opens when I get the PO for the above site. Also at he bottom of my quote form it says, "This integrations has not yet been configured. Run the wizard. So there are two tasks on my screen. What do I do first? I don't want to deal with PayPal I just want to bill the customer for what the form quoted him plus delivery charges.

Please be noted that the payment wizard is similar for any payment integration including Purchase Order. I think this is making you confused. If you have the Payment wizard window open, please check on the right side of the window and proceed with the setup.
If the window is not open or closed, you may click on the Wizard icon to start the Purchase order wizard on your JotForm.

On the quote there are 5 categories re the stone pricing.
With the wizard, option properties allows me to designate a category (name) such as stone size. The quote looks at 5 categories below and each category has a few option properties with a value for each option. I tried setting up "Stone Size" but the result is just a row of data beside "stone size". Rather than check boxes to select for each option. The stone quote will total the dollar amount of the choices made in the 5 categories. Is there a way to get the PO to do this to?
On the stone quote each of the above has options (customer chooses one from each) and each option has a $ value.
