Can the end user determine where to send the form when they press submit?

I need a form that allows me to allow the end user to input an email address (that will vary) and go to that variable email address when the end user presses "submit."  

Can your software let me do this?  Here's the situation: I have 2,000 departments and 10,000s of vendors.  When doing RFQs, I want the vendor to fill out the form, and then press submit.  Upon pressing submit, I want the form to go to the university employee that the vendor designates.  

In other words: I don't want submitted forms to go to me.  They need to go to various places.  A-to-B routing is fine, I just need the "B" to be variable.  How can I do this?

Thanks.  I tried this and it didn't work.  Anytime I tried to set up the conditions on the first line of the email conditions wizard, the third box (in your example, "billing") was blank.

Also, the "then send" drop-down never had any options in it.
