I presume that the issue is with the jotforms and that you are trying to make a test payment, but it fails, while others can use your jotforms and make the payments properly. Is this correct?
If so, does this happen on all your forms, or only on some?

el pago de prueba me lo da como correcto pero si en ninguno de mis formularios me deja hacer el pago con tarjeta una vez activo

OK, test payments will only make a test, not a real payment, while once you set it to be live - not a test transaction, it should accept your credit card.
The only reason why I can think of it not accepting it, would be if the payment processor refused the payments over it.
For example subscriptions might not be possible to make over debit card in your country and similar to that.
Could you give us the link to a form that you make a test on, but also to include a screenshot of the error itself for us to check?
- You can remove the credit card details from the screenshot, we only need to see the error.

siempre me dice que el comercio no esta activo para ese pais en cualquier pais que intente pagar en cualquiera de mis formularios

If I understand you correctly, you cannot process payment using your credit card right?
Have you tried another card to see if it works? We need to get the error message or a screenshot so that we can further investigate. It could be an issue with your card or with the payment processor.
