    Ok, i've talked with paypal and my bank.  the card on file is fine.  nothing is blocked.  depending on who at paypal answers the phone, one person says the transaction doesn't even make it far enough to show a declination, while another person says that the vendor (you) are declining the transaction.  


    So, can you offer another payment solution besides paypal?
