I just would like to have some clarification with what you are requesting.
To my understanding, you would like the user of your form to click submit first once they have selected their preferred Season and Location from a drop-down menu and that's the only time they can continue answering the rest of the form, is that correct? And also, you want the selection to the drop-down menus, Season and Location, to retain after they click the Submit button and without having the form to reload and refresh the initial selections, is that correct?
If yes, what I would suggest for you to do is use the "Page Break" from the Survey Tool section of the Form Builder instead.

By the way, there is an option for you to edit the label of the "Next" button to submit under Properties. (Note: You can also change the label of the "Back" button as well)
