What is a responsive form?

I actually have two questions in this regard.  In the settings I noted that default says "NO" to responsive form ... what is a responsive form?  I don't know whether or not to change that setting.

A responsive form can be viewed on any mobile device: Tablets, smart phones, etc. If you enable this option, users with mobile devices will be able to submit it.
