Can I change the axis on graphs for custom reporting?

It seems like you can change the x-axis, but the y-axis has no options. I would like to be able to make custom graphs based on different submission criteria. 

Unfortunately, I'm not fully understanding this just yet so I do apologize.

Which graph or feature are you trying to attempt modification for x and y for your custom graphing with your submissions data?
