There is no "file upload limitation" per month.
Your uploaded files are actually based on two different things.
First you can only currently upload up to a maximum of 2gb worth of files in your upload field depending on if you want one large or several small files though small files is recommended.
Second, more importantly involving your question above is that your account only has a specified file storage limit and that is actually more dependent upon the Plan Level that you have. Free Accounts start at 100mb and the other Paid Plans have more from there and up.
If any space is needed for each of the plans with the limit reached then the only way to get more is to either delete some of the submissions containing these files or alternatively you can just upgrade to get more space.

With the Google Drive integration is it possible to push uploaded files directly to my Google Drive rather than storing them on your servers, and being limited by the 100MB data limit on the free account?

This is indeed possible using the auto delete app:
This app will delete your submissions as soon as they are forwarded to your integration. Keep in mind that this will delete the submission data as well as the uploaded file. You will be reliant on Google Drive for both.
