Why would a registration be in the "Incomplete Payment" section but the parent completed the registration and payment was rendered? I have verified the payment is on our pay pal list.

The incomplete payments are listed when the browser was closed or the payment is not settled after the form redirected to PayPal page. If you have received the payment, you should be also having the submission entry which indicates that the user might have tried submitting the form once again after a failed payment.
