Once a submission is edited and resubmitted it does not send another email? I'm also trying to set up an approval but my return to employee button will not email? How do i correct both of these problems?

I checked your form and autoresponders are NOT sent when editing submissions. Only notifications are. Currently your form is setup with all autoresponders:
You would need your form setup with conditional notifications, rather than autoresponders in order for them to be sent when the submission is edited. This is to prevent users from being spammed by people updating their submission data.
Also, you have two conditions that are causing each other not to function properly:
One causes the other not to work since it cannot meet both conditions.

Awesome thanks!! I would like to go from Worker to Manager for Approval and then to office, how can i do this to were once the form reaches the office level they no longer get edit emails? I'm assuming i need to use the Responder i'm just not sure were to put it.

I see that you have already removed the auto-responders to notifiers and set conditions to these notifiers. All you need to have the edit submission link in the emails sent to manager enabling him to edit the submissions. Once the manager approves by editing the submission, the notifier email triggered to send to the office level will not be having the edit link.
Please be noted that the autoresponder works only when the form is submitted for the first time. Since the manager edits the submission, the autoresponder added cannot be triggered to send to office.
