At what point is the creation of a PayPal account not going through? more information will help us address this issue.
For successful integration you need to have an existing PayPal account you can sign up for it at the official PayPal website https://www.paypal.com/signup/account
I have also checked your email and it seems to be tied to guest account, i recommend signing up for a free jotform account in order to be able to fully use the payment widgets
