It keeps saying multiple submissions not allowed. But we deleted the submission.

Please make sure Unique Submission is not set on the form.
user guide: -How-to-Set-Unique-Submissions-on-a-Form
this is most likely the reason for the prevention of multiple submission for the same user.
Let us know if still not resolve.
