Actually, even if you don't have an account, you would still be able to create forms.
Once, you've clicked that, it should show this pop-up window.
It is possible that the issue is with your browser, so I would recommend for you to try to clear your browser's cache or close and re-open it. You may also try to use a different browser as this may help. By the way, what specific browser are you using? I'm sorry if I needed to ask you to do this basic troubleshooting first as the Create Form button is working fine on my end. Thank you.
