Is it possible to have an "administrative" section in a form that user doesn't fill out but can be filled out by the person processing the form?

I am building a "Request for Training" form that will be submitted by users who are applying for training.  I need to be able to not only approve or deny but need to be able to enter text as well as assign budget numbers to multiple entries that were created by the submitter.

I have seen the hidden box widget but need more interactive capability with the submitted form.

Possible?
