When a user tries to use the form I created, Webroot tells him Jotform is a major phishing site.

I imported my form from Adobe to Jotform, but a user says his Webroot Security insists he not proceed because Jotform is a major phishing site? I don't want to lose this project, but might if people are being kept from completing their forms due to this message.

Can you inform me of what is happening? I do not get an error message from my Norton.

I believe that it should be a false detection. As I check the web reputation from Webroot, it displays that the jotform.com and jotform.us website is safe and secure. 

Also, I checked the direct Form URL and seems to be fine with that as well.

We request you to add the URL to the whitelist of Webroot Security that could help in accessing the website. If the issue still persists, please let us know. We will be happy to look into this further.

My supervisor, who has WebRoot on his computer, when pressing the form's SUBMIT button, still gets many warnings, including "JotForm is a major phishing site" and strongly warning him not to go further. His concern is that users will not want to complete this form with such a warning, and that it reflects badly on our organization. Is there nothing that can be done? I will have to move away from Jotform if he keeps getting these warnings.

Have you tried accessing the form using the secure URL of your form? Can you try the following secure URL of your form and check if you will still encounter the warning:

1. https://www.jotform.us/form/51205203445139 

2. https://secure.jotform.us/form/51205203445139
