My sub users can't create new forms. Is there a permission set I am missing?

You mean, they cannot create a form to their own My Forms section? If so, that's how sub-user account works if they have registered using the invitation link. They can only create a form under your account/folder. To do that, they have to click your username/folder first to active the "Create Form" button.
