I understand how to make email notifications for submissions including the corresponding data; however, i need it to be sent to an email that does not have an account with Jotform. For instance our HR department. Is this possible? Because when I input a recipient email and press test, it reverts to sending the email only to my jotform account email not the HR email i wanted it to send to.

The test email will always be sent to the default address associated with your account. To test other other recipients, you would need to send a submission through the form. I checked your most recent form and it does appear to be setup properly to send to your hr address. Send a submission through the form and the notification should be sent to that address.
