I made a form and linked it to PayPal, but I logged in a few weeks ago and it said there was an issue syncing with Stripe. I never asked for Stripe, so I'm a little confused. I tried logging in to that account anyway, but it never worked. I tried again a couple days later and still had no luck. It's just stuck on "connecting."

Base on your screenshot, you are trying to connect with Stripe.
I tried it here with Test Mode and seems working fine.
May I suggest to clear your browsers cache and cookies first and try it again, this might help. Otherwise if not, you can manually add Live Stripe API Keys here.
