I see that your account is overlimit by receiving 1040 submissions for the current month and hence the account is disabled.
In order to continue to receive the submissions the account needs to be upgraded or you may wait for the submission counter to reset on first day of next month.

in a calendar month, or billing motnh, i paid on may 24.

I checked and can confirm that you did pay on the 24th which was two days ago.
I believe what happened was you went 40 submissions over your 1000 premium limit for last month and that in turn had halted your account submissions placing you as being Over the Limit.
I've gone ahead and reset this for you since your new month has already started to correct it.
